The Stack: Why the SAVE Act Terrifies the Left
Most Americans don’t even realize the federal government is in a partial shutdown—and that fact alone tells us something important. In today’s Toddcast, Todd explains why shutdowns no longer create the panic politicians once relied on and why that’s actually a good thing. Government is not meant to be the center of daily life, yet too many Americans have been conditioned to believe it must be.
The real controversy, however, centers on the SAVE Act—a proposal that would require documentary proof of U.S. citizenship when registering to vote in federal elections. Todd breaks down what the SAVE Act actually does, clarifying that it is not voter ID at the polls, but a safeguard at the registration stage. He explores why Democrats and the media are fighting it so aggressively, comparing the process to everyday security measures Americans already accept without question.
At its core, this debate isn’t about suppressing voters—it’s about protecting the integrity of elections and ensuring only legal votes decide America’s future.

📝 Transcript: Why the SAVE Act Terrifies the Left
The Todd Huff Show – February 3, 2026
Host: Todd Huff
Todd Huff: What percentage? I really want to know. What percentage of people actually know that we are in a partial government shutdown, my friends. To me. There are so many things that we could learn just from that question in and of itself. How many people know that? Why do we think government is so important? Again. I'm not calling for a shutdown here, but acting like the government has to do everything.
When we realize that our lives are managed by us and by the people we choose to deal with personally or interact with in a business transaction or whatever. The government is not central to our lives, nor should it be, but people act like it is, and we're in this partial government shutdown. I don't even know if half the country knows that it is. But I want to talk about this today because I want to talk about the shutdown.
What is this is going to be resolved very quickly. And I want to talk about something that was part of this shutdown that's now reportedly not going to be part of it, but it's going to be its own standalone piece of legislation. It's called the SAVE Act.
I want to talk about this. I want to talk about why anyone would possibly be against something like this. That's where we're headed. Todd Huff: Okay, let's talk here about this government shutdown, which, of course, is maybe a news flash. News flash to some folks out there. But we are in a partial government shutdown. I maintain that most Americans don't realize it, and that's a good thing. By the way. I think it's a good thing.
I think that this. This can be a real educational moment. If you remember, if you remember years ago, when this was first a thing, these government shutdowns, this was treated as though it was the end of life as we knew it.
This was going to cause calamity, and it was just going to cause the world to implode. Of course. We've been through this so many times. We've been desensitized to the rhetoric. And I think the last time that they did this long, prolonged government shutdown.
Back during the holidays. I think they realized that this actually harmed Democrats. Democrats were the ones that caused this shutdown to happen, the previous one. And so I think the media and the Democrat Party have realized that this is not a good strategy to try to employ, especially here in an election year. So.
The House of Representatives is on recent. Let me kind of set the stage here. There are 12 funding bills there are 12 funding bills that keep our government operational. I'm going to go through those really quickly.
I'm going to start with the ones that are funded all the way through the fiscal year. The United States of America operates on a fiscal year starting October 1st, and it runs through September. 30th.
So we are, what, in the second quarter, I guess, of the fiscal year. So last. Last November or whenever the shutdown actually ended. They funded some things through the fiscal year.
These six bills, these six areas, these spending bills have been appropriated through September 30th. Agriculture, energy and water, interior and environment, Commerce, justice, science, that's one.
Military, construction and VA. And the legislative branch. Six bills they that spending will continue through September 30th. This stuff, stuff that falls under these categories is not affected.
Todd Huff: Now, some remained unfunded. These lost funding January 30th, I guess. What? Midnight on January 31st, I guess. So just a couple of days ago. This includes defense, labor, hhs, Education, that's one. Transportation and hud, that's one. Financial services and general government, that's one. State. And foreign ops is one, and homeland security. Is the other.
So those are the 12. If you take the six that are funded, the six that are not fully funded for the fiscal year, those are. Those are the bills. Those are the ones that have to be funded. Or there's a partial government shutdown.
And so the Senate has actually passed funding for all of these. The I guess the exception would be for DHS because there is a fight over ice. The Democrats think that they can defund part of ICE or whatever. They're trying to protect their voting block. They're trying to protect their money laundering schemes, allegedly. That's what they're trying to do here.
In, you know, keeping ice. Keep, keep ICE from getting rid of people that are going to go to the polls in November and vote for them. That's basically the thinking here. Or people who are signed up for programs and fraudulent ways, allegedly, and then are using those funds to help fund leftist causes.
You know, I create as a legislator. They'll say, look, I'll create this program. I'll make it easy for you to take advantage of it. All I ask for you is a little bit of a kickback, right? That's. That's what it looks like, at least. There's certainly evidence to that. That's. That's what's happening here.
Todd Huff: And so the Senate has passed a bill. The House is not in session. Or hasn't been able to take this up. There's been a handful of House Republicans on top of that who have also said we want the SAVE act to be tied to this.
Now, I want to talk about the SAVE act, but and I'll get into this in more detail as the program comes together. But suffice it to say that the SAVE act is a piece of legislation. That requires people to provide documentation proving that they are American citizens. And that they are. That they are registered. That they can legally require. Excuse me. Legally register to vote in federal elections.
That's what this legislation is designed to do. It's not. It's not a voter ID law. It's not a picture ID where you show an ID at the polling place. This is a step before the polling place. This is the part of the process when you go to register to vote.
You know, right now, all you have to do. All you have to do is check a box. And that's what Stephen Miller was alluding to. Yesterday in a, in a post on X or it was a post over the weekend when he was talking about a judge that struck down some law or something or some, some. Was it a law or a. Administrative action. Executive order. Regardless.
There. The, the purpose of this, of these actions are to say we want to make sure the people who are registering to vote. Are documented American citizens who can legally do this.
Todd Huff: And so this is when you go to register. This isn't when you show up at the polls. Right now, all you have to do when you register is basically a test to the fact that you are an American citizen, which pause everything.
So. So why do they do that? Number one? Number one, you know, used to. Used to people that got driver's licenses were American citizens. But because these states that are run by leftist lunatics and people who want to see this nation devolve into absolute just chaos so that they can remake something that's more.
Well, statist in nature, more authoritarian, more. More on the political left in nature. That's what they want to do. They just. They don't like this country as founded. They hate the concept of. As much as they talk about our democracy.
Right. Democracy. That's a tool that used to manipulate people. Our democracy. We have a republic. I've been through this. And it does matter. We don't have a pure democracy. Your rights are not contingent upon what the majority of people think.
Your rights protect the minority, the smallest minority, the minority of the individual, the minority of a single person who has the rights that are enshrined. In our Constitution and our Bill of Rights specifically.
Todd Huff: And that's what these folks don't like. They don't like self sufficient, self reliant American citizens. They want people who toe the line, who do what they're told.
They want people who subject themselves to the authority of the people on the left who can rule with an iron fist. And tell us how to live our lives. Tell us how much water that we can use in the shower, tell us the size of our vehicles, how many miles per gallon we have to be able to get.
They tell us what we pay in taxes. They make sure. That they're supporting all of these leftist causes, the trans agenda, the climate hoax, all this or the other stuff.
They. They. They want control and power and authority, and they want you and me to simply comply. And, you know, that's not really American.
Listen, I'm not saying we should have a bunch of rebels out there who are undermining any legal. Any law that's passed the right way, any legitimate law. But I am saying. I am saying that we do need people who respect liberty.
And that adore liberty and freedom so much that we are not going to comply or go along with the shenanigans here, the charades here. As we watch this country be pushed towards the brink of destruction, as we watch liberty.
Being ripped apart at, it seems, intentionally by these folks who take advantage of any opportunity they have to undermine the American system so as to recreate something in its place.
Todd Huff: And listen, they've come a long way. And that's not good. But from their perspective, they're happy.
They've got people that are clamoring. Tax us more. Tell us what we can do. I mean, I saw this. You see this in. In the wake of Covid.
Tell me. I mean, remember that? Gee whiz. I don't want to be personally insulting, but the idiot who. Who was singing a song, Dr. Fauci.
I forget. He was singing it to the tomb. What's that song, Mr. Sandman? Bring me a dream make him the whatever. It was the cutest I ever see. Whatever the words are.
But he was singing Dr. Fauci. Please basically save us. Save us from this disease. Tell us how many feet we can stand away from another person.
How many masks do we have to wear? How many inoculations do we have to get? How many boosters, how many, you know, whatever.
Do I wear the mask in my car? You know, should I. Should I report my neighbor for not wearing his mask all the.
I. It was amazing to watch neighbors turn against neighbors. Out of. Out of fear. Out of fear that was stoked by these lunatics who knew nothing about what they were talking about.
You've heard Fauci go out there and say the six foot range was just kind of arbitrarily set. How many things did he call for that? Turned out to be about as anti science as you could possibly be.
On and on, but people were clamoring. For more government control.
Todd Huff: Go after my neighbor. He's not getting the vaccine. Take away his job. Don't let him have an income. Make him suffer until he complies like the rest of us. I'll never forget Jimmy Kimmel on his stupid show. Out there saying if you don't have a vaccine, If you haven't been vaccinated and you go to the hospital with a heart attack. Sorry, Wheezy. I think is what he said.
You're gonna have to sit out in the heart of out here on the sidewalk and die because you shouldn't be able to be treated if you didn't have a vaccine. These people are self righteous. These people don't know what they're talking about. They are paving the road straight to hell. In tyranny. With the things that they tell us to do. The way that they want us to constantly give up our liberty and so forth.
And we are at an all just it is under assault constantly. In this country.
Todd Huff: And they have a lot of tools by which they. By which they are undermining our liberty and putting us under their thumb at every turn, every chance they get. And they. They manipulate. They manipulate the voting system. They don't want you talking about it.
I mean, think about it. How bad must it be? For them to. Basically silence people if they. If you talk about voting integrity. There was a time. There was a time that if you said things and it's still not. We're not out of it completely. But it's changed dramatically since Trump was reelected.
But there was a time when I came on this program, I just asked questions. I've never made a definitive statement about what happened in 2020 because there's a lot of questions. I have suspicions. I have questions. But you can't even have questions.
Todd Huff: I had. I had numerous videos taken down. That's why I don't use YouTube right now. I had 13 videos, I think, that were flagged. Because I simply. I simply asked questions about the election of 2020.
Asking questions is enough to have you taken down, have you silenced. How bad must it be where they don't even want you asking questions, my friends? And so there's something going on for sure when it comes to our elections.
And the SAVE act would definitely make whatever shenanigans were happening that are happening alleged to have happened. It will make those much, much harder. And so Democrats are going to fight the same act with everything, every fiber in their being.
Todd Huff: In fact, Chuck Schumer has come out. Got this somewhere in the stack of stuff, Chuck Schumer's basically come out and said that they're going to fight this truth. And now he's compared it to. What do you compare it to? Jim Crow laws?
By having the SAVE act, by asking people, requiring people who register to vote. To prove that they're an American citizen. Just ridiculous. You would assume that that's part of the process already.
I mean, when I go and open up a credit card or something, I got to provide everything imaginable. Just to get. Just to get approved. Ground. Social Security.
Todd Huff: Listen, I am trying right now to get. I'm trying to get the stupid. What is it? Real id. We're flying here in a. I don't know, several weeks. And I made an attempt to get a real id. I was unable to get one.
The smart ID, whatever they called. I think it's called real ID. People call them smart IDs, regardless. They're going to start paying. You got to pay more airport security. If you don't have that now, and it adds to your time.
They're intentionally making this harder to get on planes so as to get everybody pushed into these real IDs. But regardless, I had an issue. And what I gave to them wasn't enough for me to get a real id.
So I have to get. Long story short, I have to get a new Social Security card. Which is interesting. I can get a Social Security card with my driver's license, but I can't get a real ID with just my drivers license. None of it makes any sense to me.
Todd Huff: But regardless, I have a harder time doing this than most people have in getting getting registered to vote. And that's pretty telling if you asked me.
So I want to talk about the save act. I want to talk about what it does. I want to talk about why they are so scared of it. I want to give you the absolute best argument I can possibly think of that would justify being against something like the SAVE Act.
So I'm going to talk about that as the program unfolds here today.
My friends, maybe you've reached that stage where managing your money feels like juggling more than just numbers. You got tax planning, estate work, investment choices, a whole lot more.

Todd Huff: So the shutdowns tied to the SAVE act, at least in part, because there were a group of Republicans that were fighting to make sure that the SAVE act was tied along with the funding for government bills.
Trump has called them up, had meetings with them. And said, look, that's not what we're going to do. I need you to be on board. Past these funding bills, the SAVE act is supposed supposedly going to be a standalone piece of legislation that is introduced.
So let me tell you what the save act is. I've got a couple of minutes. I think I can at least set this up here before we get to our first time out here.
But the save act, as I mentioned, it requires documentation, documentary proof of U.S. citizenship. And that is required nationally, requires you to document your proof of citizenship in order to register to vote for federal elections.
This is more than simple attestation where you. You check a box and say, I promise that I'm an American citizen.
Todd Huff: This requires a document like a US Passport, a birth certificate, naturalization document. That's the sort of thing that this is going to. Address.
Now, as it stands right now, there is a handful of states that have tried to do this. 42 have not even touched it. But some states have this in place, but they are limited or they simply aren't implemented.
Vast majority of people of states, I should say, rely upon citizen attestation. In order to register to vote. So basically, when you register to vote, There's a box that says, I promise I'm an American citizen. And that's it. That's all you have to do.
And to act like for the government and the left and the media to act like. No one can get past this sophisticated safety net and register to vote. As a. As a non citizen is crazy to me.
It's absolutely bonkers. It is complete gaslighting. You're being manipulated and lied to.
Todd Huff: Of course. Anyone can check a box. That says they're an American citizen. There is no consequence. No one's looking at this. They just take you at your word.
This stuff is going to upset the left very much, my friends, because it's targeting their core constituency, their core voting base.
Timeouts in order for me, my friends. Will continue this on the other side of the break. Back here in just a minute.
Todd Huff: Welcome back. My friends talking here about the Save Act. What it is, what it isn't, what it's designed to do.
So again, the Save act is a requirement on the front side. It's not election Day, it's not at the polls, it's not voter id. This is a documentation process that you must provide when you register to vote.
So. Voter id, of course. Is when you show up to prove that you're that person that went through the process. That's another step in this.
I think we need national voter ID laws as well. But let's try to prevent people from even creating the fake registration to begin with.
Why would we not start there? This is all common sense stuff.
Todd Huff: It's like if you had a business, if you had a bodega, wherever, New York City, I don't care if you had a little store, wherever. You find a place that you're going to lease space or build your building or whatever.
And you think, okay, have my products here. Going to have checkout lanes there. And you start thinking about access to the store, right? You want to have entrances where everybody has to come in, so you can basically, you just don't want to have an open air market that's much harder to secure.
You start thinking about putting things up like security cameras. You start putting you thinking about, do we have staffing there that keeps an eye on people to make sure no one's trying to shoplift, Right?
You think about your hours. You think about when you close your store for the night? How do we lock the store? How do we secure the store?
You think about what sort of insurance I need to have to make sure if I suffer a loss that I can cover that loss through some sort of an insurance policy.
You think about all these things.
Todd Huff: And why would we not do that? It's astonishing to me. That you have useful idiots out here who stand in the way of common sense laws.
This is 100% common sense. And I am telling you. Compared to what I've had to deal with.
I don't know if anybody else has had problems. With the real id. I've had problems. And it stemmed from the fact that I had problems with my Social Security card, which is my fault.
That's my fault. But it's a nightmare to fix this. I can assure you that this, what is being passed here, trying to be passed here, hopefully in the SAVE act, is nowhere near as complicated as what I've had to do.
Deal with here.
Todd Huff: And so while voter ID laws are important. And while the SAVE act, these things are important, they're dealing with different parts of the process.
Just like security cameras. Or locked doors, door locks, security systems, ways to keep people out of your store.
They're all geared towards the same thing. Making sure that we protect the integrity.
Of the election. Or in the analogy of the store, making sure you're protecting the store from loss.
But they do different things and it's a different parts of the process, right?
So again, it's all designed to make sure that the votes that are cast and counted.
During elections are legitimate counts, whatever those are, once they're cast.
Todd Huff: But we don't want people coming in. We don't want people sneaking in and scoring points for the other team, so to speak.
Right. You want the people scoring points on the basketball team to be people that are on the team, that their names are written in the scorebook.
Did you see the guy? I saw. I don't know if this is true, but I've seen reports that there was a girls basketball team.
I don't know. Where this was high school team and the coach dressed up and played.
The coach dressed up and played. And it was in a way game.
I don't know the details and I don't remember where it was. I just read this the other day.
But that's akin to this, right? The coach goes out and kind of dominates the game as an adult.
Playing high school. I think it was. I'm pretty. I'm almost positive it was a girls game.
So it goes out, scores a bunch of points, dominates, raises questions.
People start wondering, why do we never hear this player before?
Oh, it's because it's the coach, right? That's the allegation, anyway.
Todd Huff: It's the same thing. It's the same exact thing here.
I mean, why would we want to. Make it easier for that stuff to happen in our elections in particular.
So if you're currently registered Save, the Save act is not automatically purge registrations.
There's still details that have to be figured out, so you're not necessarily going to have to go and re register.
But states could flag registrations that lack required documents.
You might have to show proof to continue to stay active.
I don't know exactly the details, but again, it's no different than having to update here to the real id, right?
It's to me. And it's necessary, it's defensible, it's not unnecessarily complicated.
I mean, this is required because of what we've seen people do to take advantage of the weaknesses and vulnerabilities in the system.
Todd Huff: Listen. No one is trying to suppress anything. Well, that's not true. We're trying to suppress we're trying to suppress illegal voting registrations for being opened. And we're trying to suppress people who are trying to vote on election day or during election season now, trying to make sure that they don't cast their votes illegally. That's what we're trying to suppress here. The suppression of illegal ballots cast by people who should not be. Who should not be registered to vote.
In the meantime, they'll also say that this is an administrative burden. They'll say, listen, these states, we have this wide variety of systems, and states manage their own elections, which is true. Updating millions of records to check for specific documentation details is logistically complex and dare they say, absolutely impossible.
Todd Huff: And I just looked at the clock and realized that I need to take a break. So we'll pause there. Take a quick time out, my friends. Pickup where we left off on the other side of the break. You're listening here to conservative, not bitter, talk. I'm your host, the one and only, the ever so beloved Todd Hough. Back here in just a minute.
Welcome back, my friends. Here we are. Final segment. Time flies when you are having fun as we do here each and every day on this program.
Friends, let's talk about something important really quickly here. That's your money. You worked hard for it. You worked hard for it. The government is trying to take it from you at each and every turn, every step of the way.
Todd Huff: But is that money? What you've been able to keep them from taking is that money. Working hard for what you. Well, for you and what you believe in for.
It's far too often, far too often, the money that we've accumulated and invested is being used to, unfortunately, further the agenda of the radical left. Further the agenda of the people that we fight against each and every day in our culture.
And that is a sad reality. But it doesn't have to be that way.
At 4:8 Financial, they specialize in biblical responsible investing. That means they screwed out companies that don't align with your faith, your values. And they'll help you create a plan that fits your goals and your purpose.
Todd Huff (Sponsor): The best part is that they'll show you right now how your current investments, what you have today, how those line up stack up against your values. All you have to do is visit 48financial.com todd to take a quick and easy assessment. And then they'll give you that information, show you how your investments align with. To what degree they align with your values.
Again. All you have to do is head over to 48financial.com todd to take the assessment. 48Financial, helping you align your money with your mission.
Todd Huff: My friends, all right? Where I left off talking about the SAVE act, the opposition to this, of course, the real reason that they're opposed to this. Is because I firmly believe that they have been manipulating the system, that they've been relying upon shadow groups, C2000 mules, for example, to do some shenanigans, to break the law, to bend the law, to manipulate who's casting ballots, where they're coming from.
And it's a system. It's a system that requires there to be enough. What do I want to say? Enough. Illegal or unauthorized registrations that they can then get votes for. Right. Because a vote is. You can't. This raises another question.
But in theory, you can't have more votes than you have registered voters. That doesn't make. That doesn't make any sense.
Todd Huff: And so if you can get the registration on file, then you can basically. And you know how to access that, or you have a system to manipulate that, and all you have to do is check a box and say, I'm this person, or whatever. It's easy. Or send your mail in ballot back.
Right. You can see, you can at least see why that there are concerns about this if you're objective about this.
Let's say that you're really sympathetic to this being used to suppress voters. I don't want. Listen.
I've shared with you. I helped one of my team members back in. 20. Guess it would have been 2020. It's crazy to think it was that long ago.
Young lady who I really enjoyed having on our team. I still consider her a friend. She is.
She had never voted. She voted by, you know, she needed an absentee ballot or whatever, I don't know. She requested it.
Todd Huff: And she asked me. She said, can you help me make sure I fill this out right? And I said, okay, I'm not going to tell you. I'm just going to answer whatever question you have so that you know, that you cast your ballot.
I'm not there to persuade you, you know. You know what I think I talk about this every day. If you want to know what I think, go cast the ballot.
And I helped her, and she ended up casting her ballot for Biden. Now, I didn't tell her that, you know, to drop it in the mailbox. That was really a trash can or anything like that. I helped her to get that ballot in. And to be counted.
I want her ballot to be counted. Even though it was a vote. That I thought was crazy, but nonetheless, that's my position. On this entire thing.
Todd Huff: And I don't want to see someone's voice canceled out, that is, we need to focus on winning the argument here.
And we got a lot of things to fight against. We got misinformation and propaganda and lies and all that. But this is not.
I don't want to see a single legal vote. Be kept from being cast, even if it's a vote that's diametrically opposed to mind.
But surely, let me say this. If you can't see if you're on the other side that thinks that this is all about silencing the vote, let's just assume that you are.
Surely you can see. Surely you can see the legitimacy of the concerns I've been able to get to here today and talking about this, as to why this sort of thing. Is necessary.
Surely if you can't do that, you're not a fair minded person in my estimation.
Todd Huff: Now they'll tell you as well. The left will tell you that. Listen, we got these large databases. There's going to be errors. We can't be suppressing voters, making it harder for them to vote.
Ironically, these are the same people who want databases on everything. They wanted a Covid vaccine database if they could have it their way. They want to go on there and see who's had their vaccination. Who's had their booster number 16 or whatever we're up to now.
That's what they wanted. They don't have any concerns about that database. Being managed properly, but when it comes to voting, and this is actually a legitimate role of government.
Making sure that the people who are supposed to vote. Are able to vote and making sure that the people who are not supposed to vote are not able to vote. This is not complicated.
Todd Huff: So now they're suing, going to be worried about the administration of this mistakes being in the database and all that sort of. Sort of concern.
They might be concerned about federal overreach, which is laughable to me because these folks want to grow the federal government at in every way possible.
